Set the current active configuration setting of magic_quotes_runtime.
Warning自 PHP 5.3.0 起，已经废弃此函数。强烈建议不要应用此函数 。
FALSE for off, TRUE for on.
成功时返回 TRUE， 或者在失败时返回 FALSE.
